Ocean governance, standards & policy
Where the ocean meets accountability
Ocean tech and data expertise. Standards, policy, and independent voice for ocean governance.

A token of safe passage
The name Tessara draws from the ancient Greek and Roman tessera: a token given as proof of agreement between two parties. A guarantee of hospitality. A right of passage. A covenant of trust.
Generals issued tesserae to grant soldiers safe movement through allied territory. Hosts broke a tessera in two and gave half to a guest. When the pieces were reunited, sometimes generations later, the bond was honored. The tessera was not a promise. It was proof.
A certified route is a tessera: evidence that the passage has been examined, the risks measured, the standard met. The Tessara Institute holds the token between industry and the living ocean, proving that safe passage is possible when the evidence is clear and the commitment is mutual.
What We Do
The work of the Institute
Certification Standards
We develop and govern frameworks that certify ocean transit routes using AI-powered detection and S-100 navigational data layers. Our flagship: Whale Seeker Certified Routes.
Policy & Governance
We engage with IMO, IHO, OECD, and national regulators to shape maritime policy that integrates technology-based monitoring into vessel operations and environmental compliance.
Ocean Economics
We build the economic case for responsible transit: insurance incentives, marine biodiversity performance credits, port-based mechanisms, and ESG-aligned market frameworks.
Research & Engagement
We publish, convene, and speak. Independent research on ocean technology adoption, stakeholder engagement across industry and conservation, and public thought leadership.
The Standard
Whale Seeker Certified Routes
The Tessara Institute's flagship certification framework, Whale Seeker Certified Routes (WSCR), is a two-tier program built on real-time and archival marine mammal detection data, delivered through internationally recognized S-100 navigational data layers.
- AI-driven detection from drone, aircraft, and satellite imagery
- Integration with ECDIS and existing bridge navigation systems
- Modeled on MSC, FSC, and Leaping Bunny certification structures
- The Institute owns the standard. Technical partners build the evidence.
WSCR generates an evidentiary record that supports regulatory compliance, insurance incentives, and ESG reporting, making safe ocean transit measurable, certifiable, and commercially relevant.
Voice
Speaking, writing, shaping the conversation
The Tessara Institute is a platform for independent thought leadership on ocean governance, maritime technology, and the intersection of AI and environmental policy. Through conference keynotes, advisory roles, published research, and direct stakeholder engagement, the Institute brings a scientist-founder's perspective to the rooms where standards are set and decisions are made.
Conferences & Keynotes
IMO, IHO, OECD, CBD, World Ocean Summit, and beyond. The Institute speaks where maritime policy meets environmental accountability.
Advisory & Governance
Board participation, technical advisory, and policy consultation with regulators, classification societies, and international bodies shaping ocean governance.
Published Research
Independent analysis on ocean technology adoption, market frameworks for biodiversity protection, and the gap between available technology and outdated maritime regulation.
